Well, Kaien told her that because she was on his squad
, and since she was depressed at the time, he found it his duty to help her out and the two eventually became real close. Kaien wasn't in love with Rukia but I don't know about her... some people say she loved him as an older brother and other's say differently. I'm not quite sure myself...

Well,Kaien had a wife so I don't think he was in love with her. But they were really close and he did care alot for her.
