Lou is right. I've heard the media people try to guess what motivated the market after a move, but I've never heard people in government try to manipulate it before the fact, in an effort to pass legislation. This is like a protection racket on steroids. These Congressman know less about the market than the people on the business news (who are usually wrong). It is fearmongering.
But your title could be better. It suggests that your being critical of the "vote no" crowd.
