I googled the answer and will try to explain it best I can:
What burns in the candle flame is very hot wax vapours.
Wax must be very hot vapour in order to burn.
After the candle is blown out, there isn't enough heat for the wax vapour to burn. But there is still wax vapour on the wick. So it leaks out (the smoke we see).
This smoke needs heat to burn, and that heat is provided by the match. The wax then heats and burns, the flame falls into the candle and lights it up again.
