They actually do record the dialogue after animating, but a good animator knows how to draw it well before time and a good voice actor would know how to sync it well. In Fact, the English dubbers how to go out of their way to phrase some things differently and sometimes strangely, just to "try" and keep any sort of lip sync. But even I admit that TV releases get rushed, the DVD/BD releases however get touched up and sometimes straight up re-animated so things like lack of lipsync get fixed.

Not true actually. It depends on the animation quality. This anime in particular was pretty low budget animation-wise. Watch better animated shows before making such all-encompassing comments.
