To add to what Davediamant posted. The Israeli soldier and his commander were court-martialed and punished. Has Hamas and other "militant" groups brought their members to justice for killing (not just shooting in the toe) of Israeli citizens?

One of the demonstrators, 27-year old Bilin resident Ashraf Abu-Rahma, was detained for a half an hour. He was taken to a military jeep by a lieutenant-colonel on the scene. While he stood next to the jeep, one of the soldiers fired shots towards him, which Abu-Rahma claims injured him in the foot.
