Maybe she wanted to keep his brother's corpse fresh first and then started looking for a way to make him revive after she's done with those intruders like Chris, Claire and Wesker.

Hm... When I did this, Alexia came out and taunted Chris before the spider appeared. Is that because I did this before she mutated?

Yes, she came out if you fight the giant spider before you fight her first mutated form.
