Hui muslim people are racially closer to han, Kazakh muslim are closer to mongolian. While uyghur is racialy closer to turkic. I would say the tension rise up due to culture instead of religion.

The tension rise up between Uyghur and Han chinese in recent two decades after soviet union collapse. because uyghur want to have a country of their own. However, other muslim groups are not very interested in such movement. For example Hui people practice muslim but are loyal to china.
