You can see that at 8:14 I show you how to save it. Right next to the preview in browser button, there is a control button/thing which usually starts off saying 0.2. You can make it faster by increasing it or make it slower by decreasing it. It just determines how fast the frames are.

Your title is wrong, Photoshop is NOT the same as Photoshop Elements, it simply creates confusion. And animated gifs can not be created in the latest 2 version of the Photoshop (again, not Photoshop Elements), because they took it out and it's now part of Fireworks.
