According to the account in the book of "Exodus", Chapter 34, he got the "new" ones by rough-cutting them out of--presumably--Mt. Sinai itself. At least that's what the text tells us that he did--per the direct commandment of YHWH--for the purpose of replacing the ones that he broke. We're informed in "Ex. 34:1" that YHWH Said that He would write on the one's Moshe cut out the words that wer on the first two tablets.
