Ideas:
Start sitting on the floor, or a low chair like a beach chair.
or start rewarding an early step. Can you get her to lean over your lap to take the treat? (Work when she is hungry, and use good treats! Chicken, etc)
Once she is comfortabel leaning on you to take the treat, move it a little bit higher - and movement of front feet off the ground gets her the treat! Break it inot lots and lots of little steps..
