Previously, Google Now was only available on Android 4.1 aka Jellybean devices. However as of MeanROM version 2.7, Google Now can be enjoyed by those with a rooted and unlocked HTC EVO 4G LTE. To use Google Now, simply flash MeanROM v2.7. Once you have flashed MeanROM, from your homescreen do a half-press of the camera button and Google Now will open up.

***DISCLAIMER***
As with any flashing of ROMs, do this at your own risk. Make sure to make Nandroid backups of your device before trying this. If this bricks your phone I am NOT responsible. Try this at your own risk!

I have meanrom 2.6, is there a way to flash without losing all my settings and apps?

You can do a "dirty flash" where you only wipe your cache and dalvik cache (and reset Google Wallet!) and then you flash the ROM. This is what I did and it worked fine for me and none of my apps or settings were lost. My recommendation is do Titanium Backups of all your apps and settings, then do a Nandroid backup, then flash the ROM. If flashing the ROM causes issues then you can either restore from the Nandroid, or do a factory reset, flash the ROM then restore from Titanium Backup.

Have you tried forcing the voice in settings by selecting Always for speech? Not everything you ask it will result in speech back at you also.
