Obama was on Fox News after the State of the Union and he said the surge reduced violence in Iraq. Considering the statement from his campaign to CNN, was Obama just pandering to Republican voters?

The stated intention of the surge was to propel political reconciliation between the fighting iraqi sects. So in the sense that it has lowered violence, it has worked, but in the sense of completing its purpose and ending the long term war, it has not.
If there are numerous gangs fighting in a city, and we fill the city with cops the violence will surely go down, but it will not create long term peace between the gangs. We need diplomacy.
