Actually that has often crossed my mind, why the hell do you give someone the rank of first officer when you take him with you on away missions all the time anyway, and give the bridge to the chief engineer?

That was at least something TNG got right TOS didn't, when ever Riker was away Picard was on the bridge and virsa virsa.
