If you look close, you will discover that it is either a camera setting ,or a software induced blurr. The gentleman`s lips look perfectly proportioned whenever he turns awy from the camera, and become big whe he turns towars the camera. Note what happens around his head at that times you will see the distortion. My webcam can do something similar.

It's a distortion effect. Like a fish eye, but put right over where his face is.
