you will BUY new wings in capital city (elyos - Sanctum, asmodae - Pandaemonium) you will not receive new wings by any Q (except now daily Q's in Reshanta) or you can receive new wings after 6 months of subscription on european server (there is gifts for daevas every month).

this is not exactly quest for receive wings.. wrong interpretation.. this is Daeva ceremony..

you are become daeva and can use your wing in the world :)
