@GmanZouk Let start with a good example... Haiti borrow 66% of his budget... which will be about 700 Million.. While the DR will borrow 81% of His Budget which may be like 35 Billion out of 40 Billion, if it is not more... You see!! If IMF, IDB are not willing to even borrow you enough to be able to do much... Therefore even the little effort you make... will look like a droplet... than you become depend on more foreign AID...
@GmanZouk Unfortunately Nationalise the Lottery won't bring enough cash!!... The national Lottery loose badly in front of "lottery St Dominque" both under baby and Papa Doc... even after they try hard to Privatize it>
@GmanZouk First there is a difference between,,, Donation, and Borrowing from IDB, IMF and other NGO's... We depend on the international donor because the country don't make enough or collect enough tax so we endup borrowing, and sometime some has to donate to us.... the instabillity made it even wrost...

They will steal the money and build themselves mansions, buy cars and send their kids to school in France etc...They do not love their country and only themselves. Yes, it may be true that we are sick. We are corrupted. But there are ways to prevent the corruption. We can use GTECH for example to create, market, oversee and promote the project. There are other modern check and balances which can assure that projects are done without fraud.

My idea is nationalized the lottery and borlette and to make it available online for the Haitian diaspora. Nationalizing the lottery and borlette can easily bring 2 billion dollars per year or more for HAITIAN SPONSORED PROJECTS!

We may be under peaceful occupation but I still believe that the Haitian government has freedom to do a number of things. Namely, nationalizing the lottery and borlette to raise revenues so that we are not 100% dependent on the international community. Papa Doc nationalized the lottery. Some observers said that his regime stole the money.
@jwetPouOu I agree with you. Haiti needs all the help we can get from whatever source, non-political NGOs, IMF, IDB etc... However, what I am saying is that we should not be dependent on the international community alone. It makes us look like a begger nation. There are things that we can do to raise revenues and fund our own projects. If we do not have the expertise to build something, we can hire international outside help or make parterships.
@GmanZouk NJ GDP is $497 Billion, Haiti is finally this year $ 6 Billion, it was in 2005 $500 Million.. in 2009 $4.2 Billion... not much comparison there... NGO, IMF, IDB best way to control then is thrue the CIRH beleive it or not...
@GmanZouk fortunately 4 of our Aeroport (PAP, CAP, CAYES, Jacmel) was aproved by the US after the Earthquake to be International... only PAP and CAP was before... and Yes they had the green light for it to be build the delays come mostly with the Airport being Operational....
