@deezynar It doesn't matter that you aren't a rower, your basic logic is right, the cox can steer without the actual steering. The cox could also have called them to check the boat when he saw the collision was imminent and stop it dead. At that point winning the race or even finishing does not matter, saving your boat, your crew and another crew is priority number 1 and this cox failed massively when your simple logic would have stopped it all.

Couldn't the coxswain have told the port rowers to put their oars in the water and hold them still while the starboard guys hold theirs out of the water? I know nothing about the sport, no water here, I'm just curious.

The reports from the coaches suggests that the stroke's handle somehow got caught in the steeing cable and broke it leaving the boat unsteerable. Interesting factoid: the Harvard Empacher is the very same boat that the Canadians used to win the 2008 Olympics. It sustained no damage and later in the morning was dedicated the "Malcolm Howard" in honor of his contributions to Harvard rowing and the Canadian gold medal.
