The ad is misleading b/c CT is a small state and it is currently the richest in the nation per capita, and based on test scores and college acceptance, the CT is one of the best in the country. So yes, states like CA & TX will get more federal funding than CT b/c they are bigger and have a clear need.
Second, Ned always complains about the issues but never mentions what he as senator can specifically do to change the system (even though CT is one of the best in the nation.)

a. Connecticut is the richest state in the country
b. The states that get the most back aren't the ones with the "best" senators, but rather the poor states, and
c. Its our Republican Congressmen/women: Johnson, Shays, and Simmons who are to blame for our poor performance -- Not Lieberman, Dodd, Larson, and DeLauro, who's hands are mostly tied due to our per capita income.
