The problem here is that this Cop is terribly fragile. When someone is that fragile they are a risk, and have no business being in potentially high-stress situations. She vasulates between confusion, passive aggressive and, manic depressive behavior; completely unstable and terribly confused. It takes her about 7 minutes (in an 8 minute) to figure things out, and her main concern is her position and making sure she is right (fragile) and not investigating what is really happening. Total Joke cop

Finally... For anything to come of it (the suspicion that is) the person who witnessed the "crime" needs to provide a statement and write a report with the officer. There also needs to be evidence of the event happening. Since the road is public property ANYONE is allowed to stay there and film into the farm. They are not allowed to obstruct traffic though.
Dave can't tell anyone on the road to stop filming and forcing them is a crime.

On both counts the Police officer entered the private property and never asked for permission to be there. Had Dave told her to exit the property she would be forced by law to do so. Dave needs no permission to film her and she has no right to force him to stop filming. Had Dave told her to leave the property and she hadn't then she would face charges. She can leave and stay on the road and observe until she has reasonable suspicion. She can also call for backup but they have to stay on the road

Further more, if there is a report of "criminal negligence" there has to be a founded suspicion of the "crime" happening AT THE TIME of the officer being there.
It doesn't count that someone calls and says something is going on in this case. Only when people might be in direct danger, murder, beating, accidents etc are the Canadian Police allowed to enter private property without permission from the property owner. In all other cases they need a warrant or need to CONFIRM the suspicion.

Now, I'm not from Canada but a quick check on the net gave me another story alltogether.
You are allowed to film the police, private or public property doesn't matter. (as long as that private property belongs to you that is, you need permission from the property owner)
You are NOT allowed to interfere with their work in any way and you are NOT allowed to have audio of private conversations.
The police officer is WRONG.

Can't videotape a cop on your own private property in Canada? That doesn't seem quite right.
