I've never seen this, but does this have anything to do with Getsumen to Heiki Mina? That looks exactly like Tsukishiro Miina. She didn't ride on a train like Silver Surfer, but the abilities look the same, down to the carrot weapon.

Mina was created by the people who made Densha Otoko, it was such a great idea for a anime that once they finished with Densha Otoko they made Getsumen to Heiki Mina, before it wasn't a real anime it was just used for the otaku kid but not they made her real
