It is a tribalist belief based on ancient texts and oral traditions along with the idea of reparations for injustices towards past generations. The idea that a god promised certain people a certain parcel of land is just fairy-tale nonsense. The reparations part is misplaced: If anyone should be offering reparations it should be the people that did the harm; i.e. Germany.
