In case you were under a rock, seat belt laws weren't even "laws" in the early to mid 1990s. The Fire Service implemented this after seat belt laws became instituted all across the Nation. But apparently you don't understand this and instead want to accept the opinion that seat belt laws have ALWAYS been around, when they have not.

I think red cross vollies are heros too. helping in the ways they do, always at our fires helping us (with the coffee station) or helping the families displaced while we make a mess of their home ...
