Chris Heaton-Harris MEP in European Parliament 31.01.08

The "Rules of Procedure" are the rules by which the European Parliament is supposed to be governed. Unfortunately, those rules only seem to protect pro-Europeans. When Eurosceptics, like myself, used the rules to make a point, we were told it wasn't possible.
