Valid points. It is part of landing procedure to arm the spoilers regardless of length of the runway. deploying reverse thrust can be optional if the landing speed is less than recommended landing speed and length of runway is more than enough.
It's a part of a procedure even if it's area 51 with 28000 ft of runway, because during the stressful of touchdown you may forget things. and also even though they have a long runway at shiraz don't forget the high density altitude.
It's possible that they deployed the spoilers late intentionally because the runways in Iran are quite long and they had plenty of runway to stop easily. I think this one in Shiraz is around 14000 FT

2. And also deploying the spoilers upon ouchdown prevents the aircraft bounce back to the air.
