I found the way they killed him off wasteful but his actions fit his character. Throughout the whole episode he was concerned that Archer arrive in time to make his speech. He didn't think Archer should risk going to Rigel when Shran made the trade for his daughter. When Archer's life was threatened by the intruders he was going to do whatever he had to to make sure they didn't kill Archer before he could give his speech. Even in sickbay he used his last breath to ask about the speech.
