To ban "ethnic studies": 1) promotes Anglo ethnic solidarity; 2) promotes overthrow of essence of gov't--Constitution--which bans special good/bad treatment 4 groups & enforcement will follow Anglo notion they R not ethnic, thus effectively overthrow part of Constitution, needed 2 overthrow all; 3) this caters 2 whites
