There are at least 3 different Jacks at this time period in the same place, the youngest mortal one traveling with the doctor and rose, the leader of torchwood 3 who apparantly during this time period held the team in lockdown so on one could accidently see his younger self, and the 3rd is frozen in the vaults after being buried alive and found and frozen by torchwood, how they manage not to cause a paradox is beyond me

The Master sent them on a "wild goose chase" to the Himilayes. I believe it's mentioned in DW Sound of the Drums. Also the BBC Torchwood website has a mission report that Owen wrote explaining what happened.
