Here, in Québec, we have been using water power for more than 100 years.

It's called "Hydro-Electricity", and we export some to the U.S.

It's free, you only have to build dams, power generators, thousands of miles of power lines, power stations and distributions networks.

Hydro power is not free. You said it yourself, plants lines, people to maintain etc. There is no free lunch, everything has a cost. I have no doubt that each individual could build his or her own power generation plant using anything from magnets spinning a coil to HHO generators. Problem is those inventions are suppressed by the power companies. Including the Hydro plants. Someone in charge needs to be making money!! It is the power structure.
