its normal most of the time because they need oxygen going throw there gills but some times it a bad thing but in this case i dont know

You can try taking the pump a little over the water, and it will bring more oxygen to your water, they can do this when they see you because they think they are getting food.

My fish do it all the time, I know this video has been up for AAAGGEEES, but it's just a sign that they know you +surface = food, so they go to where the food comes from :)
