St. Paul Riot Police Ignorance

I ask a riot policeman which law allows him to prohibit foot traffic. He says 169.25 "division 1" -- well here it is from www.revisor.leg.state.mn.us:
"169.25 SAFETY ZONE.
No vehicle shall at any time be driven through a safety zone"

No foot traffic was allowed to enter or exit the parade and I was curious about why. Every 10 seconds someone would either try to get out or try to get in, and the policeman would politely wave them away or explain that they could not cross this line. After I turned off the camera a guy said "don't know what to say to that, eh?" I said I didn't know so that's why I asked, and that I'd look it up when I got home. Sure enough the cop either didn't get his statute right or there is no statute allowing this kind of behavior.

UPDATE 1:
Let me be clear: people incidentally INSIDE the "Safety Zone" were not permitted to exit this zone, and people outside were not allowed to go through or enter (on foot, bike, car, horse, whatever). I didn't see any signs designating this safety zone. I don't see anything that restricts people within the safety zone from exiting. Here is what Minnesota law calls a Safety Zone from 169.01: Subd. 38. Safety zone. "Safety zone" means the area or space officially set apart within a
roadway for the exclusive use of pedestrians and which is protected or is so marked or indicated
by adequate signs as to be plainly visible at all times set apart as a safety zone.

Your acting as though being lied to means anything, a police officer can lie to civilans if it means they comply, theres also a chance that he chose the statutory code seeing as preventing pedestrians is in the same number range

Minneapolis police are stupid! Watch them at stop signs. MN 169.30 (b) says to stop AT a stop sign... In over 3 years I have seen only 4 police cars make legal stops.. 2 of them were police from other places... Minnapolis police are NOT honest..
