well, it wont work in a vacuum because the way in which this works,
the electricity jumps from the copper wire to the aluminium sheet,
creating an airflow between the 2 metals.
if you had two meshes (copper an aluminium)in front of each other, wouldn't that produce an airflow?
and ion-jet, meaning, you get a normal jet, but make every other set of fins either copper or aluminium, (with a spacer after every pair), that way, the airflow would jump from one set of blades to another

Best vacuum chamber on earth still have lots of particales in it. Reverse polarity won't change the fact that the sharp edge(top wire) shot positively or negatively charged gas ions to the bottom plate. Lifter is cool, but sorry, no gravity magic here.

What is the wire that goes from the Alligator clip to the lifter?

@revi5555 The clip is needed to hold the fine power wire, allowing the high voltage dc current to reach and charge the lifter.
