Oh yeah...in Japan it is considered RUDE to tip...its also that way in Spain but they know Americans do it so they try to get it out of you. They have sings in English that say tips are welcome. But the only reason they put it in English is because they know the Spanish people wont tip and the Americans will. It's so nice knowing that you don't have to tip people for doing THERE JOB!
