No. The movie came before season 3 and after 2.
Watching the first episode of season 3 I was like. "WTF? Where's Optimus and Ironhide? and when did Spike grow up and where's Spark Plug?"
Then I watched the movie and was like, "Ok, that explains a lot of it. Damn you Marvel..."

@EdwardHancock2 If I'm not mistaken, the Autobots lost control over Cybertron under Optimus Prime's watch. Also, Rodimus was the one to access the Matrix thus destroying Unicron and getting control of Cybertron back to the Autobots, forcing the Cons to retreat to a wasteland. Also, I noticed Galvatron wasn't able to take the planet since. SOUNDS LIKE A VICTORY TO ME!!

The bay movies were shit compared to G1.
At least seasons 1-2 anyway.
I'm not so sure about the later seasons and this movie. They did manage to piss me off by kiloling off several of the key players right away in the first 10 minutes of the the movie.
But they also introduced wrecgar and several other characters as well as clear up a few things season 3 failed to clear up, like how megatron became galvitron and why a bunch of the characters weren't in season 3.
