You may say thats no so bad but when your are a Enhancent or restoration shaman its like walking backwards. We needed a reduction of mana use Not a increase of mana use. And shaman suddently started losing more often in PvP. Shaman at this point spent much more time being stunlocked. And losing to Holy paladins who no matter how much damage was inflicted they could heal it away. Where shaman couldnt. And we didnt get fixes We only got nerfs.
You didn't seem to mention that before Repentance was moved to Ret, that prot/ret was actually a sick pvp spec, with the old Reckoning which made paladins quite fun 1 shotting people. 1 shotting out door raid bosses even. They did cap it to 4 extra hits but that was still enough to 1 shot players.

Yeah, I forgot to mention that here. I end up mentioning it much later, like in part 10 or 11 or something, where I talk about nerfs after TBC came out, and I also go back and mention how paladins' only contest-winning PvP build ever (specced deep into prot) was annihilated by patch 1.9.
