@lllBoRUSSlll It is called Katsuobushi in Japanese. The English term is Bonito flakes, because they are shavings from the Bonito fish. No, not a pretty fish, a fish named Bonito. Lol.

They're flakes... they move because they're light and flaky.. If you have fluffy peices of puff pastry under a load of steam, it will move as well. if you cut tissue into small peices and put it on top of steam (not on the food, since it will just soak the moisture up and wilt), it will also move like that.
