Actually the mall scene was shot at Northgate, not Southcenter. The "backwards" walking effect was done by having Keister walk backwards through the mall, then reversing the footage so he was the only one moving forwards. Fun shoot!
There's been so many shows / movies that have used the "freeze in time" gag that you can't really call it theft anymore. I remember Twilight Zone did it, and one of Robert Rodriguez' kid's films.
