It doesn't necessarily have anything to do with current hormone levels, and all it really reflects is the RATIO (not the absolute amount) of testosterone to estradiol (or possibly even DHT to estradiol, or androgens to estrogens) during a certain phase of fetal (pre-birth) development. In fact, it's very likely that hormone levels during puberty also influence the ratio.
