I was having the same issues. After a while i have discovered, that Asus EPU-6 (an energy saving and CPU OC application) was causing it. Switching it off makes the game perfectly smooth for me.

I am getting the same, tested my network and seems to be an issue with the game.

Yeah the ping on that server was around 15-30 so it's definately not the network. What I see on my screen is also way more twitchy then the amount of frames that FRAPS managed to capture.
