This speech has to be listened to in the context of the US's over arching military strategy for securing its economic domination of the world. While he was making this speech a young Paul Wolfowitz was framing national policy on disarmament - the same guy who 10 years later was instrumental in producing USs militaristic expansionist policy for the next century drafted as the Project for the New American Century. A euphemism for subjugating the world to a permanent state of war. Reagan the Actor
