The judge Sept. 10. 2007 ordered Raye Dawn Smith to serve the FULL 27 years in prison for enabling child abuse. Jurors in July found Smith guilty of allowing her then-second husband to abuse Kelsey. They chose the punishment of 27 years Kelsey, 2, died on Oct. 11, 2005, at her home near Meeker. Doctors determined she died from abuse. Jurors heard testimony that Kelsey had been abused for months, suffering broken bones, bruises, a sexual assault and other injuries. That worker said everything looked fine, about two hours later Kelsey Died)The tragedy exposed serious flaws in how the state protects children because, at the time of her death, both the state Department of Human Services and a judge were overseeing her care because of abuse allegations.Smith was convicted of enabling child abuse, accused of allowing her then-husband, Michael Lee Porter, to injure the child.He once was charged with sexually abusing and murdering Kelsey but pleaded guilty to a lesser charge of enabling child abuse after reaching a deal with prosecutors. He and Smith wed on April 18, 2005,Kelsey's father, Lance Briggs, (who was Serving in Iraq at the time of Kelsey's Death) called the prison sentence fitting. "I was relieved," he said. "What this was, right here today, was justice for my daughter."Many are pointing to Kelsey's death as as an example of how the judicial system and DHS fail to protect children.   • I do not understand why the mother chose to marry the ********even when she knew he was abusive!! I am glad the mother is behind bars and so is the abuser!! I HATE THEM BOTH!

    Oh yeah the social services should be liable too for putting the baby back into her mother's custody with that ******** Pig being there!

  • But child services wasnt monitoring the person they SUSPECTED of abuse...which was Michael Porter! The standing IN HOME appt time was midday when MP was ALWAYS at work..so what good did it do to have all those services when NOBODY WAS WATCHING MP INTERACT WITH KELSEY IN THE HOME!

  • I tell you child services is full of crap....It's fucked up child services was there 2 hours before Kelsey died...that right there just shows you how much child services cares.....They investigate cases that dont even need be investigated and ignore the ones that are really bad....This really upsets me because if CS had been doing their damn job, maybe, just maybe Kelsey and countless others would still be alive...

  • Any woman that allows or participates in this abuse does nto deserve to live. Many blessings to her Daddy, who was protecting us, but would have given anything to be able to protect her. My heart goes out to him. She is in a safe place now. If Child Welfare and the Judicial system cannot manage, then it is up to us to watch out for our and our neighbors' children.

  • No REAL woman would ever let this happen to her child, much less participate in it. Many, many blessings to Kelsey's Dad. What we all can do is to be vigilant for our neighbors' kids to ensure that this does not happen again. If Child Welfare agencies cannot manage, then it is up to us to root these sorry bastards out.
