Damn, I initially had so much trouble with this boss, I was convinced he was impossible. My initial strategy was to bring Shadow along and rely entirely on his dog counter. You can understand how well that worked, with all our healing being concentrated in Celes's Cure spell (don't forget the MP limitation too), the dog counter kicking in rarely and often doing you wrong - killing the minions who give EXP. The strategy was a failure.
The negative consequence of bringing Shadow along was that it was done when Gau was in Narshe, not leapt on the Veldt (I'm not even sure if Leap counts as a special, but I'll try playing this challenge with the assumption that Gau can't be leapt and see how much it changes my levels), meaning Shadow joined at lv. 6, depriving him of a potential Esper boost if he were to later join at lv. 5, after the party gets the Espers. But eh, it's not like a Magic Power boost of +1 would change much. I'll certainly give it to my lv. 5 Celes though.
I should note why I originally relied on the counterattack strategy (also employing doublewielding Cyan with Black Belt) instead of attacking him normally. Once attacked physically four times, Dadaluma tosses two weapons at you. Unblockable and fatal. No possibility of reviving. You know what that means, 4 attacks for Dadaluma and we lose half of the party. 4 more and it's a game over. This is why we use specials in a normal game. Here we can't.
Fortunately for us, Shadow can equip the Thief's Knife and attack Harvesters in random battles until he steals 2 pairs of Dragonboots which change the Fight command into Jump (not a special, I believe).
So our strategy is - no, I didn't want to jump over thrown items as it will still result in the death of the remaining characters - to hit the boss 3 times with Cyan, while the two most powerful characters, Sabin with Burning Fist and Shadow with a store-bought ninja knife jump into the air, avoiding all attacks and then landing on the boss. Jump will not cause him to throw any weapons at you.
Since MP runs out so quickly and we can't use items, you can tell that it isn't very easy. Let's not forget that the boss also recovers from 150 to 750 HP during the battle and then sets Protect on himself, which WILL reduce the strength of Jump attacks.
You can tell by the ending how close it was.
And so the party gets magic. Not that using it is very easy without Osmose available... Magitek Facility will be hell.

In an LLG, the rule is only that you should try going for the (final) lowest possible average by endgame. Since Shadow and Celes get elevated to lv. 6 when you do the banquet anyway, it's a decent idea to give them an Esper boost before that.
However, if you hire Shadow before Zozo, he won't learn any magic until Atma / the WoR.
I suggest taking Locke along to Zozo to steal Dragonboots. Two pairs should be enough.

if this is a low lvl challenge, dousnt that mean u wont be able to lvl for the boosts?

Yeah, it's a good idea to take Edgar along. Make sure you also get Shadow only after you receive your first Espers too, so that you can teach him spells and give a magic power +1 boost.

still he would right? im fallowing along with u, and dont feel like using a lot of time redoin fights. (some reason, tunnel armor was the hardest boss so far for me 0,0)

I didn't plan to use this strategy so I brought characters without the intention to jump.

wouldnt edger with a spear increase the damage of jump? would that, maybe, make him better with the jump?
