It is very possible to create a program that releases a pulse on every frequency, in fact, it would be fairly simple if done in c++ and it could even be possible in vb.net.
Here is where the problem comes in, modern garage door openers CAN NOT connect with a computer. In order for a program of this type to be made, some one would have to construct their own opener. Now this would actually be fairly simple if you looked at the guts of a modern opener and left room for a serial port.
