@TheNumber1TailsFan - Our Peke's condition is under control with no pain because he's on an anti-inflamatory. It's not expensive. Ask your vet about it. That kind of pain is horrible.

@SheChoosesReason well, he still cant go downstairs, we think he is 11, or 12. but he is sticking his back up and he cant control his legs... and when he eats he sticks his lets up and we he walks, his back is up and his legs get a little off the ground.

@TheNumber1TailsFan - It sounds like advanced arthritis in the neck--this makes them limp and cry in pain. Our Peke has this and he's only 5-years old. Steroids, anti-inflammatories, and no stairs was the recommendation. Have you taken your dog to the vet?
