In blatant contradiction to the Constitution and intent for the separation of powers, Republican Senator Mitch McConnell has proposed solving the debt ceiling issue by handing over the power of the purse (specified under Section 1 Article 8 of the Constitution) over to the Office of the Presidency.

Section 8 - Powers of Congress

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

To borrow money on the credit of the United States;

To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;

No, I prefer to do as I please as long as i don't cause anyone harm (physically or contractually), and WITHOUT being forced to fork over taxes to an inefficient government bureaucrat. No, I can solve unemployment by hiring for my own enterprise, and recirculate monies back into the economy. This is how the economy can be saved. Pure and simple. :-)

Mitch McConnell said that the republicans refuse to pass Obamas Code to prevent the deprevation of the economy because they don't want to take co-responsibilty for the deprevation of the economy. According to Congressional Research Services (CRS),since March 1962, the debt ceiling has been raised 74 times (only excluded under Clinton where there was a surplus), The costs of multiple wars on Iraq and Afghanistan have been staggering. Still present spending is drastically less than the 20-40% of GDP that the US spent during WWII. Moreover, such spending wouldn't have been necessary if your beloved George W didn't stray away from Clintonomics.
