Israel does not have gold and does not print dollars. It has little power to bribe comparing to gold and oil Arab countries have. In terms of Israeli's stealing USA technology, it is Pentagon who prohibits Israel to sell its superior weapons to Russia, China, Brazil, etc while USA sells weapons to Saudi Arabia and Egypt.
