2) Environmentalists actually hate the Cap and Trade proposal for lowering emissions. One of the best proposals was laid out by George Monbiot which was a Cap and Ration idea which gave every country in the world a set amount of carbon credits. Those credits could then be divided amongst its citizens to ensure that people would not use more than their share of greenhouse gases.

Yes. If these events were taking place in most developed countries, action would be taken. Not in the U.S., however, where much of the southwest is suffering from a major drought.
