You can't safe jump a competent Blanka like that.

@OneHandedTerror Crossup short after forward throw -> dash will be beat by autocorrect DP, so it's not safe to do when the opponent knows how to do it (and it's really easy).
A few of these wakeups will also beat chun's crossup short when autocorrected as well, such as Honda's jab headbutt.

So did you ever end up retesting against the DP people?
Because I also thought, if timed right, the cross up will always best or force whiff the DP.
I was testing it myself and I could not, no matter what I did, beat the cross up lk if timed correctly.

No, I haven't gotten around to retesting this but everyone is telling me what you are, so I'm sure that you are correct on this. Sorry about the mistake.

oh and one more thing, why did chun beat out zangief out of the lariat one time, and the other time she got hit when it was a reversal both time?

Timing and spacing is very critical for safe jumps to work. One time Gief's timing was off, causing the stuff. The other time, Gief was perfect with timing and got the reversal. I was trying to show you that it can work against him but it is best not to...you shouldn't be jumping at Gief anyway. ;p

why is the short crossup recommended against blanka when he can hit you out of it with lp/mp electricity?

Most Blankas will not use jab or strong elec as AA, they will try to hit you with Blanka Ball or Up Ball. This is why it is recommended.
