Tumwater reviews drive-thru rules

City of Tumwater is reviewing their drive-thru regulations -- but are only considering to allow them in certain areas.

Is it appropriate for government to pick winners and losers? If drive-thru lanes are good for business, then why doesn't Tumwater allow them in the entire city?
