World War One. Victoria Cross Medal to Barrow.
Crowd of soldiers and others assembled outside town hall building with large arch, facing the crowd are a group of dignitaries. Car pulls up; the war hero from Barrow and another man get out and walk towards dignitaries. Barrow salutes and they sit. Mayor makes a speech, gives the medal to Barrow man, then leads the crowd in a cheer and a waving of hats.
