@doodlerman voice-overs are often used as translation in russia aswell, not in cinemas though. In this video it's voice-over, but in this particular scene original voice was too quiet.

@Kashadooo voice-over is 'offstage' or 'off-camera' commentary, like narration or thoughts, in live action film. when a film that is originally in a certain language (in this case Japanese) is changed into another (Russian) to localize a film then it is called dubbing.
